In der Überschrift der EASA geht es um "assessment and limitation of air taxi noise", also um die Beurteilung / Messung und die Limitierung der Lärmemissionen von eVTOLs.
Erst einmal zur Limitierung:
Auf der Webseite steht, dass "The maximum allowable noise levels are kept identical to those of the most recent heavy helicopter limits from the International Civil Aviation Organisation (ICAO Annex 16, Volume I, Chapter 8.4.2)".
Das ist die Limitierung => Noise Level für eVTOLs sind identisch zu den Vorgaben, die momentan für 'Heavy Helicopter' gelten.
Das ist Tabelle 3 der EPTS, grob sagt sie 86EPNdB bis 788kg, anschließend Masse-abhängig bis 106EPNdB bei 80.000kg.

Note.— For noise certification purposes, VH is defined as the airspeed in level flight obtained using the torque corresponding to minimum engine installed, maximum continuous power available for sea level pressure (1 013.25 hPa), 25°C ambient conditions at the relevant maximum certificated mass. VNE is defined as the not-to- exceed airworthiness airspeed imposed by the manufacturer and approved by the certificating authority.

Ich übersetzte das jetzt nicht, denn letztendlich geht es hier nur darum, dass im Annex. 16 (Heavy Helicopters) noch torque (Drehmoment) herangezogen wird, welches beim Hubschrauber eine maßgebliche Größe ist. Bei der ETPS (eVTOL Vorschlag) ist es verschwundenen es wird nur noch maximum continous power genannt. Die Geschwindigkeitsparamter sind identisch geblieben.
Im Endeffekt geht es also darum, die Anforderungen so anzupassen, dass eVTOL-Hersteller diese auch eindeutig nachweisen können.
Im oberen Fall wäre dies bspw. nicht möglich, da es das "torque corrresponding to minimum engine" nicht gibt.
Somit kann man die Vorschriften für Helikopter nicht verwenden, ebensowenig wie die für die Flächenflugzeuge, da in diesen Schwebeflug beispielsweise überhaupt nicht definiert ist.
Und mit Blick auf die Abstände, die bei den Messungen einzuhalten sind, ist für die Messungen beim Überflug die fest vorgegebene Höhe von 150m weggefallen. Statt dessen werden Formeln genannt, wie die Geometrie aus den gemessenen Pegeln 'herausgerechnet' werden soll, um den EPNL zu erhalten.
